The procedures of governmental purchases
committees
for
purchases conducted through methods
other than tenders
1)
Receiving the purchasing request from
the party authorized to purchase.
2)
Abiding by the provisions of the
effective supplies Act and the
instructions issued accordingly, as well
as the specifications approved by
General Supplies Department, circulated
among all government departments.
3)
Reviewing the purchasing request and
assuring that it meets the requirements
stated in the effective supplies Act and
the instructions issued accordingly.
4)
Selecting the suitable purchasing
method.
A-
Advertising in the local newspapers if
the purchasing value exceeds (5000)
dinar.
B- In
the method it deems suitable if the
value of the supplies to be purchased
doesn't exceed (5000) dinar.
C-
Determining the date and hour for
submitting offers.
D-
Determining the financial guarantees for
each purchasing process as it deems
suitable.
E-
Receiving and opening the offers and
signing therein.

As for the purchase of spare parts and
the complementary supplies stated in
article (15/B) from the effective
supplies Act, the committee should
assure that the requirements of
purchasing request are complete, before
initiating the purchasing process, in
terms of the availability of a technical
report including that such supplies can
only be purchased from one source, and
to assure that the prices are fair.
6)
Organizing and keeping registers for all
purchasing processes and the decisions
issued accordingly.
7)
Following up implementation of the
purchasing decisions issued by it.
