PERFORMANCE STRATEGIES IN THE GENERAL
SUPPLIES DEPARTMENT (SUPPLIES DEPT.
GENERAL POLICY)
1- Drawing the general policy for the
Supplies Department and its
implementation means, through the
following:
A- Standardization of the legal
provisions related to supplies
administration in the official state
establishments and institutions through
participation in preparing the supplies
regulations for the government
establishments.
B- Standardization of the terms,
phrases, words and performance methods
in government supplies administration.
C-
Standardization of the records and forms
used in supplies administration.
D- Preparation and approval of standard
specifications for the common used
supplies than insure competition and
obtainment of high quality supplies.
E- To
issue the instructions, rules and work
methods related to implementation.
F- To
provide opinion and consultation in
respect of supplies administration to
ministries and official state
establishments.

Purchasing the departments needs of
supplies through expansion of
decentralization in the purchasing
process within the economic feasibility
limits of purchasing according to the
authorities granted according to the act
and as follows:
A- The
concerned ministry authorities:-

Purchasing supplies that worth no more
than (20000) twenty thousand Dinar in
one purchasing process through a
committee in the same beneficiary
department.
B- Special
tenders committees:- Formed in some
ministries to purchase the supplies
financed by foreign agreements.
C- The
Central Tenders Committee in the General
Supplies Department:-
It
purchases the supplies not purchased by
the above mentioned concerned parties to
benefit from the bulk discount and
specialization of work.

Considering the cost basis for the
purchased supplies instead of the price
by adding the durability and operation
cost for some years to the price with
concentration on the supplies quality in
terms of quality to achieve feasibility
from the public fund investment therein.
4-
Collecting and maintenance of excess and
stagnant supplies available in
ministries and official state
establishments and to redistribute them
to the official state establishments
where it is needed.
5-
Purchasing and maintaining stationary
and printed matters to supply the
official state establishments with their
requirements thereof.
6-
Coordination and participation with the
specialized institutes and official
state establishments in qualifying the
employees working in supplies
administration in the official state
establishments to improve their
performance and skills through courses
and workshop as well as job description.
7-
Supplies Control through:-
A-
Formation of Committees to conduct
supplies inventory and to control the
methods applied to maintain these
supplies and the conditions required in
the warehouses.
B-
Classification and marking the
government supplies with special mark.
C- Follow
up the stagnant and excess supplies in
the official state establishments.
D-
Development of structure to standardize
government supplies coding on computer,
for all ministries and official state
establishments.
E-
Establishment of a central register in
the General Supplies Department and
another register parallel to it in the
concerned official state establishment
to record the government vehicles,
and machinery’s and to follow them up,
as well as any other government supplies
needed that.
F- To
determine the minimum and maximum stock
and the demand level.
