For The Year 1990
Excluding my announcement
no.(20) for the year 1986, stating that governmental institutions are not
entitled to award any tender on foreign companies unless these companies appoint
a Jordanian agent, or open registered offices in Jordan. Foreign companies who
have no agent or registered office in Jordan, are entitled to participate in
the governmental tenders concerning purchases which could be financed (in
future) from the fund dedicated for the correctional policies in both the
industry & trade sectors, offered from the World Bank and the other parties
participating with it (Japan & Germany) , provided that the foreign company
wins the tender shall appoint a local agent or open an official office for it
in Jordan, if it has no agent or registered office before winning the tender.
Thus, the subsequent appointment of the agent or registration of the office should not be considered as a violation for the rules of the announcement, in case the aforesaid loan financing was not been obtained.

For The Year 1986
It was noticed that some ministries, depts. and governmental establishments are awarding their tenders directly on foreign companies and without appointing a Jordanian agent/ mediator or even having officially registered offices for these companies in Jordan.
Whereas, such measures may deprive a large number of Jordanian establishments, of practicing their right for which they were been established. Adding thereto, may prevent these participating companies from paying the income tax which will be imposed thereon, as a result of executing their obligation.
Therefore, all the concerned governmental parties are kindly requested to adhere to this announcement, by refraining from awarding any of their tenders on foreign companies, unless these companies appoint a Jordanian agent or duly establish a registered office for them in Jordan.

Official Announcement No.(24)
For The Year 1986
Despite what was stated in my announcement no. (20), issued in the year 1986, some ministries, departments and public institutions are still awarding some supplies tenders directly on foreign companies and with out appointing any Jordanian mediator or even having registered offices for them in Jordan.
Therefore, I do hereby emphasis on the necessity of abiding by not to award any tender on foreign companies unless these companies duly appoint a Jordanian representative, or open registered offices for them in Jordan.

Circular no.(1/94)
According to what was stated in the item no (15) of the announcement (no.(6) for the year 1994),of coordinating with General Budget Department, General Supplies Department and the Royal Scientific Society when any ministry or dept. or public inst. desire to purchase computers.
Whereas, I hereby decide to constitute a technical committee of the following depts. and parties:-
Royal Scientific Society.
General Supplies Dept.
General Budget Dept.
National Information Centre.
The beneficiary dept.
In order to perform the
following tasks, and provided that ,meetings should be held in NIC, upon the
request of the director general of the center :-
1. Any dept. should submit purchase orders for purchasing computers or programs relating thereto, as well as the studies according to which these orders were emanated, provided that the value of any order should exceed 10,000 JD , ten thousand dinars, to the National Information Center .
2. The aforesaid committee should meet to review the studies and orders submitted to it by the depts., ministries & public institutions.
3. Making sure of the actual need of the purchase.
4. Making sure of the availability of the specialized man power and staff who will work on these computers.
5. Submitting their recommendation to the beneficiary dept. , and if they recommended to purchase , the beneficiary dept. should complete the purchase orders transactions, then send its orders to the concerned parties, according to the rules of supplies Act no. (32) for the year (1993).
Official Announcement no. (24) for the year (1999)
According to the
economic situation the kingdom is facing , and in the light of the measures taken
to control the expenditures , and going on the policy of the government in
rationalizing the general expenditures , and in the light of the limited
financial recourses of the kingdom , and the financial burdens it is facing , I
hereby , request from the ministries , official depts.. and public institutions
, the necessity of abiding by the following :-
1.
Limiting the travel of
the official committees and delegations abroad, except for the urgent
necessity.
2.
Confining the number
of the official delegation members intending to travel abroad, and referring to
the Jordanian embassies abroad to participate in these meetings and committees
if possible.
3.
Reducing the
expenditures of the official banquets, as well as the banquets and the number
of invited persons except for the urgent need.
4.
Not to exaggerate in
the hospitality unless if the treatment was in the same manner (equally).
5.
Not to change or
purchase furniture unless after obtaining my previous consent, and in case
there was an approval, furniture should be locally manufactured.
6.
Stopping the
exaggeration appearances in the official buildings, which could increase the
expenditures, resulted from the increase in the cost.
7.
Rationalizing the
consumption of water, electricity, fuel, equipment and supplies, and reducing
10% of the allocations allocated for it in the general budget for the current
year.
Hoping to abide by this
announcement, provided that all the concerned ministries depts. should provide me
with periodic reports concerning the aforesaid reduction since all ministries,
undersecretaries, director general are responsible for executing this
announcement .

Sub: Controlling & balancing expenditures
Ref. : The
announcement of his excellency the prime minister no.(24) for the year
1999,dated 16/6/1999.
With reference to the
announcement issued by his Excellency the prime minister no. (24) for the year
1999, the fifth item therefrom, stating that:( changing or purchasing furniture
should not be conducted, unless after obtaining my previous consent, and if
these was a consent, this furniture should be locally manufactured).
All the government
depts. Ministries and official public institutions, are kindly be requested to
abide by the aforesaid announcement of his excellency , and not to send any
purchase order To General Supplies Dept. before obtaining a previous approval
from his excellency the prime minister , as well as attaching this approval
with the purchase order , whereas any purchase order not supported with the
aforesaid consent should be disregarded .This should be applied on the
previous orders of supplies.
